He arrays substantial and convincing evidence to support this assertion, beginning with a horrifying inventory of contemporary nonnuclear weaponry. driving home the point that conventional warfare is now 600 percent more destructive than during WWII. He goes on to examine the symptoms of psychological collapse in war, then looks at governments' strenuous but largely futile attempts to stave off these symptoms and their underlying causes. A frightening summary of on-going research into stress-preventive chemicals follows chemicals that transform soldiers into fighting machines, but at the sacrifice of their humanity. This powerful book deserves a wide audience. The author is professor of politics at St. Anselm College in Manchester, N.H., served twenty-two years as an active intelligence officer, much of it spent at the Directorate of Foreign Intelligence in the Pentagon. The author -- since retired from the University of Cincinnati and identified as a "consultant to PBS" -- is an historian, offering little in the way of economic analysis of the issue at hand, and seems to be opposed to most efforts to limit immigration or to encourage illegal aliens to depart, referring to such approaches (including California's Proposition 187) as "unconstitutional," "nativism" and "vigilantism" and to media publicity concerning documented crimes committed by illegals as "anti-immigration propaganda." He calls any suggestion of "controlling our borders . . . irresponsible." In fact, the term "illegal alien" is absent from the index here, and Eisenhower's hugely effective "Operation Wetback" is skipped over in the author's chronology, receiving no mention that we can find. Needless to say, the Los Angeles Times Book Review praised this book as "balanced in its assessments"! 328 pp. Reduced from $22.
